The Smog of Race War in LA

Battles between the city's black and Latino gangs are the outcome of a dismal racial and economic situation.

These days, Chris Bowers wakes up every morning to a vivid reminder that crossing borders can get you killed in South LA's Harbor Gateway area. Just outside the fence in front of his rented stucco house on Harvard Boulevard is a silver scooter, an assortment of dried flowers and a dozen candles bearing religious messages written in Spanish and English -- a makeshift memorial to Cheryl Green, the 14-year-old whose murder last December by members of the 204th Street Gang sparked accusations of Latino "ethnic cleansing" of African-Americans. "There were two of them," says Bowers, a 22-year-old college student and high school football coach. "They came up and shot off one shot. They looked confused, and then shot off the rest of the rounds." Jonathan Fajardo, 18, and Ernesto Alcarez, 20, members of 204th Street, have been charged with gunning down Green as she stood with her scooter talking to friends. Police say they had been seeking a black person to kill.

After greeting a friend who drives by in a beat-up suburban, Bowers, whose dreads and ready smile give him a Marleyesque air, looks south and says, "From 207th down, blacks and Latinos get along; people drink beer together, kids skate and play with other kids. You see black and Latino interracial kids. People kick it together. It's a real community."

Then he looks up the street toward the ramshackle Del Amo Market -- one of the few stores on the twelve-block strip that is Harbor Gateway -- an establishment that 204th Streeters forbid black people to enter. "But over there, that way, no," he says. "You don't really see many black people over there."

Though he gets along with most people on either side of the invisible line and has a Latina girlfriend, Bowers himself must be vigilant of those policing the racial borders up the street. "Even I don't go to the store," he says, "'cause I might get shot."

Bowers and most African-Americans and Latinos living in Harbor Gateway and other poor neighborhoods that are home to LA's 700 gangs and 40,000 gang members -- the largest concentration of gangs in the world -- increasingly find themselves trapped as unwilling gladiators in a zero-sum, black-versus-brown game, one broadcast as if it were a sporting event.

In these graffiti-filled, job-emptied neighborhoods, and in the media, receptivity to simplistic race war rhetoric appears to grow in direct proportion to the speed and intensity with which globalization, migration and economic dislocation remake the City of Angels. The rise of Latino power in LA, most recently displayed in the electoral victory of Mayor Antonio Villaraigosa in 2005 and last year's 2 million-strong immigrant rights march downtown, has taken place just as the once-powerful African-American community has watched its numbers and influence rapidly dwindle. (LA's 428,000 African-Americans now account for less than 11 percent of the city's population.) In the minds of some African-Americans, Latinos, especially poor immigrants, have replaced white racism as the primary cause of the disappearance of LA's robust black middle class in once-great black suburbs like Compton, built on a foundation of industrial and government jobs and reflected in the election of black officials like Mayor Tom Bradley. Since the end of the Bradley era, after the '92 riots announced that everything and nothing had changed in black LA, many explanations for black displacement have arisen -- some of which cast the ascendant Latino majority in a role formerly reserved for whites who fought the rise of black power.

"Latinos who happen to be gang members are trying to push African-Americans out of that [Harbor Gateway] area," says the Rev. Eric Lee, president of the LA office of the Southern Christian Leadership Conference, as he sits at a desk flanked by portraits of Malcolm X and Martin Luther King Jr. "This is more dangerous than what the Ku Klux Klan was doing. More dangerous because it's coming from people in the same socioeconomic situation. The Harbor Gateway killings were based on racial, not gang-on-gang, violence."

Lee refers approvingly to one of the more controversial pieces about the Green killing, a January op-ed in the Los Angeles Times by Tanya Hernandez, a law professor at Rutgers University. Hernandez's commentary links the murder to anti-black racism imported by immigrants from Latin America. Her claim that the murder is "a manifestation of an increasingly common trend: Latino ethnic cleansing of African Americans from multiracial neighborhoods" has become a clarion call for many local African-American leaders and has been widely circulated through African-American websites, blogs and newspapers.

Minutemen and anti-immigrant websites like VDare seized on this narrative for their own purposes, denouncing the racism of the Green murder with claims like, "Many Hispanic gang-bangers are illegal aliens. Increasingly, Hispanic gang members kill random blacks to drive them out of the area -- ethnic cleansing." (Black Minuteman Ted Hayes has announced a March 25 rally in downtown LA to "stop ethnic cleansing of US black citizens by illegal aliens.") Conservative think tanks such as David Horowitz's Freedom Center then intellectualized the hysteria -- as did some of their progressive counterparts. A front-page story in the Intelligence Report, a publication of the anti-racist Southern Poverty Law Center, sounded the alarm that blacks were becoming a besieged minority amid LA's ethnic strife. The article described a "sort of gang-life fatwah" that "amounts to a standing authorization for Latino gang members to prove their mettle by terrorizing or even murdering any blacks sighted in a neighborhood claimed by a gang loyal to the Mexican Mafia."

What else did you expect when the US business world and the US govt engage in a deliberate program to import cheap labor from Cental America so that African American young workers are left uneducated, unskilled and unemployed? The smashing of unions in LA, once a union capital, along with outright discrimination and the lack of apprentice programs for Black youth also led to this inevitable ethnic cleansing of the African American community and its replacement by servants from Mexico and El Salvador.

This sickening destruction of the US workforce has gone on for years, long before W, and it will continue under corporate Dems like Clinton, Biden or Obama, or under the GOP business managers Romney, Giuliani, or McCain.

Travel to cities across the western world and see the same thing underway

Try Canada, the UK, or Paris - it is the same thing: black gangs being attacked by gangs from the new migrant communities, either legal or illegal. They share one thing in common: all these communities were brought in to oust black labour to replace them with cheaper imports. This has led to an ethnic cleansing and profound feelings of hopelessness in the black communities.

And this is leading to rampant street crime and black-on-black killing. It is a deeply tragic and sad thing to witness and something mostly ignored by governments of every hue.

If we don't come to grips with this, we will see our cities became more and more like something from 'Escape from New York': no-go zones rife with crime and death surrounded by wealthy paranoid communities armed to their teeth and under constant surveillance to try and stay safe. That is a sad future for all of us. If you want to see how it looks, go to Johannesburg in South Africa: it is already the norm there.

After too many minutes trying to digest Lovato’s "Race War" article (which I felt compelled to do with my home just 45 miles from downtown Los Angeles), I think this is the point of his 3,911-word piece: Latino and black gang members in Central L.A. are killing each other like crazy because of poverty.

Duh!

Couldn’t Lovato have made his point with HALF the words?

Think of all the lost lives, the lost opportunities, the destroyed families, the money wasted for police, etc, all because people fear or choose to hate people who look different. How long do we have to deal with this kind of nonsense?

Here in the south where I live, we are seeing an increasing number of African-Americans coming from California's Southland. What I hear from most is that they have had it with the whole L.A. thing, young & old, professional & blue collar. Maybe this is how the South can be reclaimed from the NeoCon Evangelicals. I say come on down- there's work to do, the air's much cleaner and the streets are much safer.

The suburban sprawl has diluted the political clout of cities since the post-WWII expansion. That has been amplified by a load of other factors, old and new--some of which are mentioned in this article.

So our cities have become concrete jungles. Not just LA. New York, Detroit, Cleveland, St. Louis. All have the worst school systems in the US.

In other words, conditions are continually getting worse. Since the Reagan era's transfer of wealth to the rich (read Kevin Phillips; and he's a Republican) we no longer seek to solve human problems; we just make "war" on them.

The easy historical precedents can be found in imperial Rome and the Prohibition Era. Make it illegal, so we can pay law enforcement to fight it.

A society that is run by the rich for the rich creates what Marx called a proletariat--a disenfranchised underclass. A proletariat eventually finds itself with no choice but revolution. Our cossacks wear law enforcement uniforms.

But the question remains the same: how long can a society live with a violent underworld separated from a wealthy gated-world by an army of police? 20 more years? 30 more years? To quote one of our great ones, "A house divided against itself cannot stand." It's just a matter of time before it collapses. When you've seen one empire fall, you've seen them all.

I think that the writer could do with out the first 4-5 paragraphs. I struggled through those original paragraphs b/c it was clear that he meant to contradict the original points about gang violence. He could have also took out one of the personal examples that he used to prove that there is no major racial problem in the city and that poverty is the root cause of the violence.

Since when? I've been doing business in LA for almost 20 years.. 15 of it in the Carson and have ALWAYS been warned to stay out of Compton.. While we might feel for the Blacks in this case, how about the black attacks on white girls that were left wiithout racisim charges..

In a decision that shocked both sides – and left the prosecutor in tears – a Los Angeles County judge yesterday released four black teens to their parents to serve 60 days of house arrest for the severe beating of three young white women on Halloween night. The attack on Laura Schneider, 21, Michelle Smith, 19, and Loren Hyman, 19, which occurred in in the Bixby Knolls section of Long Beach, was carried out by a large group of black teens – as many as 30, according to reports. The upscale neighborhood is known for lavish Halloween displays and has long attracted crowds.

Ten teens were charged in the attack. All maintained their innocence throughout the trial. Juvenile Court Judge Gibson Lee found nine of them guilty last month.

“Perhaps the only thing worse than suffering 13 facial fractures was seeing my friend Laura lying on the ground lifeless,” Hyman told the court earlier this week, as victim-impact statements were offered before sentencing.

Schneider suffered a concussion after being struck by a skateboard when someone yelled out a racial slur.

Hyman, who was scheduled to have 4 1/2-hour facial reconstruction surgery yesterday, sustained multiple fractures in her nose and around her eye.

“I hope they’re still in jail when our injuries are finally healed,” Schneider said.


I know, I'm a heartless conservative .. but I find it hard to feel compassion for a group that has been terrorizing other groups for lord knows how many years.. Yes, black on whitre..white on blacks, blacks on latinos and now latinos on black.. how nice we are all getting along so well..

So, as for solutions.. disband the ACLU for starters and let the police do their jobs.. it's not always pretty but can get results..

Also, having dreadlocks and "neighborhood" speech patterns will not get you a job.. You want out..fit in!

WTF is a Chicano gang?

"They're not immigrants. They're not Mexicans. Most of the members are not even the children or the children of children of immigrants. They're mostly a Chicano gang."

If they are not Mexicans then wtf are they? I'm a Mexican American myself and I still don't understand this bullshit crap that California Mexicans use to identify themselves: Chicanos.

as far as Black/White integration is concerned, reports of its recently spawned ubiquity appear to be greatly exaggerated:

A better basis for anti-discrimination measures, he said, would be one based on the recognition of "a divide or hierarchy in America, of black and nonblack, with blacks on the bottom."
John Hope Franklin of Duke University, the dean of U.S. black-history professors, agreed that this model makes sense. Black integration continues to move "at a snail's pace," he said, largely because most white Americans remain "stuck in their old ways." I totally support the return of white Europeans back to Europe and black African Americans back to Africa. I commend your agenda. The arrival of all these white Americans in Europe would be a great boost to the economy (though I'm not sure what would happen to Africa).

Maybe you should lobby the UN to organise such a mass move. As for North America under your Raza rule, it will fester as a backward economy under some corrupt latin american dictatorship. But if that is what you want, so be it.

Big spending will not solve everything as we can se from the Swedish example

As regards to the article not everything can be explained by "socio-economic" factors, the problems will not go away just by spending billions of dollars on public programs as we have learnt by bitter experience from Sweden, although Sweden has spent billons upon billions on social housing, extensive welfare programs in disenfranchised areas as well as extensive employment programs the problems are still there and getting worse by he minute. Sweden is fast getting the same problems you have in the US however in Sweden instead of blacks and Latinos we have Middle Eastern Muslims. Sweden and Europe have not only to take in consideration the disenfranchisement as regards to economic status but the huge and even more difficult cultural differences as regard to values; separation of church and state, fundamentalist religious values, the hate of homosexuals and the view of women as inferior.

DIVERSITY DOES NOT WORK - IT IS ANOTHER FORM OF SEGREGATION! For many decades now the idea that Americans should embrace our ethinic or racial backgrounds as part of identifying who we are has given rise to an interesting political structure in this nation. It was done originally to identify the various members of the Civil Rights movement as something other than just Americans. It seems we are too stupid a population to tell a Black man from an Oriental or Hispanic or White man. That was the first step in this "recognize diversity" ideology. I thought it was a stupid thing then and I think it is a stupid thing now. It just emphasizes our differences, not what makes us a united population.

Then we had the rise of the various political groups along these diversity lines - Ranbow Coalition under Jesse Jackson; political/religious groups headed by Al Sharpton, Pat Robertson, and others; and groups like La Raza or MeCHA. These groups depend on the backing of these diverse racial or ethinic power bases to give them clout.

Can you imagine what would happen to these people and their power and money machines if people just said "shut up and sit down, these people are my neighbors and my friends, and you are not going to segregate us by claiming we are different and therefore, better. We are Americans and we are equals!"

Can you imagine what would happen if we as parents demanded that our schools keep our children in the neighborhood, and improve the quality of their education so that every child had a chance?

Can you imagine what would happen if the young people in these neighborhoods had a way to contribute to the good of their neighborhoods in a productive and civilized manner?

Can you imagine what would happen if we stopped teaching hate in our churches, synagogues, mosques, and started teaching tolerance and acceptance in our homes, religious institutions, and schools?

My heavens, we might actually affect real change that could last for generations! But that takes effort and it takes looking beyond a person's skin or religion or country of origin. It takes personal effort to make your life better, your neighbor's life better, and teaching your children to work together to do the same. Watch small children at play, they do not see color or religion or nationality - they see other children. It is only when we force them to learn to hate that things change, and that is a fact that goes back centuries!

Yes, it is a hard job and many times we will fail to accomplish what needs to be done, but as long as we allow ourselves to led around by groups who want us divided so that they can control us, we all lose. United means just that - and in the United States we use to use the Pledge of Allegiance which included the phrase "One Nation...With Liberty and Justice For All." Only when we become united, one nation not many, can we take back the people's power and create that United States, where color or ethinc background are not what make us strong, but our national pride as Americans first does, and where Liberty and Justice for All really means something.
